*basic write up on flares, shows how much of the fenders you can remove for that brand (other brands vary but can still give you alot of room, and given your issue is on the frame, i would suggest spacing them out and going with flares then you wont have to worry about hitting frame and fenders are wider/larger and therefore (hopefully) dont rub either
