Anyone have any info on how to make your tail lights completely red like this?

Easy. Pre-cut red tints available on eBay.

I used VHT Nightshade red tint spray. Btw, that pic has some editing done to it, so the red stands out a bit more than usual.

Does it go on pretty evenly?

It goes on as evenly as you make it go on, pretty much. More time you take on it/the less you rush, the better it turns out.

I dont have my windows tinted yet. I think when I search for a shop to tint the windows I will see if the will do the tail lights too.

They do have quite a few options as far as "tint" film goes for head/taillights. I've been looking for a matte clear for my taillights.
