I presume that the downpipe section is catless.

P0421 Warm Up Catalyst Efficiency Below Threshold (Bank 1)
What does that mean?

Basically this means that the oxygen sensor downstream of the catalytic converter on bank 1 is detecting that the converter is not working as efficiently as it should be (according to specs). It is part of the vehicle emissions system.
Symptoms

You will likely not notice any drivability problems, although there may be symptoms. The code may be more likely to occur after the engine has had numerous cold starts in the past 1-2 days.
Causes

A code P0421 may mean that one or more of the following has happened:

The catalytic converter is no longer functioning properly
An oxygen sensor is not reading (functioning) properly
A sparkplug is fouled up

Possible Solutions

Measure the voltage at the oxygen sensor on Bank 1 (the rear sensor, or the sensor after the converter). In fact, it would be a good idea to test each oxygen O2 sensor while you're at it.

P0193 Fuel Rail Pressure Sensor Circuit High Input

P0193 - Fuel Rail Pressure Sensor Circuit High Input (FRP) The comprehensive component monitor (CCM) monitors the FRP sensor circuit to the PCM for high voltage. If voltage were to fall below a calibrated limit and a calibrated amount of time during testing, the test will fail. FRP signal shorted to VREF or VPWR.
FRP signal open (gasoline only)
Low fuel pressure (NG only)
Damaged FRP sensor.
Damaged PCM.
High fuel pressure (caused by damaged fuel pressure regulator) NG.

A FRP PID value during KOER or KOEO less than 0.3 volts for gasoline or 0.5 volts for natural gas vehicles (NG) would indicate a hard fault.

Have you tried clearing the CEL and checking to see if they or either of them come back? Sometimes the sensors react to small changes in flow (even with your catted replacement, the 3 inch system all the way back may be making the sensors over-react.

Are you monitoring?

What is your fuel pressure under load?

What is your wastegate doing under load.

What boost levels are you now seeing and are they different than before?

Are you seeing any boost creep?

"Modded" in your sig does not help us sort things out. Mods list, please? Did you change anything else when you installed the catted TBE?

i did monitored it with dashhawk just right be4 the cel went on(dont have dashhawk right now), it was kinda weird the fuel pressure were high around 1000 sometimes 1400-1500 under boost, waste gate stay 0 under load, i dunno what u mean by boost creep, but if i cruise around 60mpin in 6th gear and giving a lil gas boost seems going high even under 3000 rpm??im not expert with those #, my modd is full intake, bov, catted turbo back and a hypetech tuned(just removed today and cleared the cel).
