I doubt I could call that functional. Moderately low, yes. However, having that much (or lack there of) rubber on your rim in the area you live in can't be functional.

19x8.5 on 35 lo pros and to tell you the truth this is my everyday car I drive everywhere with her and believe me she still knows how to perform when necessary lol

well with a short sidewall there is less room for sidewall flex which could be called functional, since it is increasing the steering precision and response.

35 series tires are reinforced pretty heavily due to the small sidewall. My 225/35/19s and 235/35/19s are very tough tires with crisp steering response and little to no sidewall flex. The ride quality is crap (Compared to most people's. I like it that way.) but honestly with the 20 pound 19x8.5 wheels it accelerates better than when I had heavier 18" speed3 wheels on the car.
