HID Ballast or Bulb

I bought a HID kit about a year ago and now the passenger light won't light up. I can see it flicker to ignite but it won't "fire up". Do you think that it is my ballast or the bulb?

the bulbs are pretty robust, even the cheap ones. my bet would be on the ballast. swap the ballasts from side-to-side, and see if the problem follows. if it does, its the ballast.

Thanks. I'll try swapping th ebulbs 1st as swapping the ballasts in my case would be a b****
