Ah ok, good thing to take it to a reputable mechanic... you need to establish a trusted mechanic for your car's future. For the condition the car was in, im surprised there was no motor mount or rear diff mount issues... good news!
As for headlights, most likely that is outside the light and it is oxidation.
For extreme cases, you need to wetsand/polish, for light cases, a polish/restoration kit should buff it out just fine. To figure out if its on the outside for sure, just pop the hood then look down at the headlight at an angle so that you are looking down the top parrallel to the front cover angle. tilting ur head back and forth to see what side scum is on.
If it truely is on the inside, then it sounds like the previous owner had perhaps popped them open for Angel Eyes before.
You have to bake the headlights to open them, easily a google-found process.
