My Betta Fish needs Help!

He acts fine but his fins are very stringy.
I have been to many place asking about food and half say feed 3 times a day and the other half say feed once every 2 days.:wtf:

I think it may be to cold for him in here but what else is wrong?

I change the water one a week and use Chlorine neutralizer with water changes.

If i remember what my roomate used to do with ours was it was water temp between 80-85 and feed 1 time per day, he was a fish freak..bought the only endearing quality he had..but the beta did fine, never had any problems.
