atp wastegate stuck on install

just installed the atp 6 psi wastegate - but cant get the actuator arm to the flap post. its too short by about 1/8". i tried pulling it but still no go. the heat shield is on but thats probably 1/16" of it. any tips? thinking if i had a pump id pressurize it but i dont

is the heat shield supposed to be on the nut side or the wastegate diaphragm side?

at work and cell is dead. but the actuator arm will not reach the flapper to connect. i removed the heat shield and its soo close now. looking for a way to pressurize the wastegate to open some then it would be on.

Ahhg I put some nutriment gloves on and got it in 30 seconds. Hand was slipping hehe
