Weird Idle but runs smooth at 3k+ rpms

i bought a new motor put it in and now it wont idle properly but if i rev it and after it pops and chokes its way to 3000 rpms it opens up and runs smooth to redline whats the deal whats the problem any help cause i need to sell my car asap!!!
