the crankshaft mark is lined up but the intake cam and exhaust cams are all out of wack, timing belt is off. how do I fix this so that the cams line up with the marks on the crankshaft? remember the crankshaft mark is lined up with the dowel pin on the block but the intake and exhaust camshaft gears are all out of wack.
 
Im guessing the lobes on the cams aren't facing opposite of each other either? In that case, release tension on the timing belt and take the timing belt off of the cam gears and rotate the cams until they are properly aligned. (all marks lined up, intake cam lobes should face intake manifold and exhaust cam lobes should face exhaust manifold) and put the timing belt back on
 
timing belt is already off, I thought about that but I wanted to get some other opinions before I started doing that just incase there might be an issue. thank you ill give it a whirl
 
I think the first thing I should have asked you was if the car was modded? more specifically, adjustable cam gears?
 
I want to help, but at the same time I am worried about posting advice in regards to telling you how to time the motor.

I think you will end up breaking it, I suggest that you get a person who has done it to help.
 
so I have the Intake cam set properly but when I try to go and adjust the Exhaust cam it turns about 90 degrees either way and is about 90 degrees out from being intime with the intake cam mark. I'll post a pic here in a minute. the Intake first cam lobe is facing the intake manifold but the exhaust first cam lobe is facing straight up and I cannot turn it anymore after a certain extent and dont want to force it to turn in the thought of possibly breaking something...

Just so you are aware, on the cam between cyl 1 and cyl 2 there is a 21mm space for a wrench to turn the cam manually and hold it in place like a boss.

it's designed to aid in timing
 
just pulled the other 3 spark plugs to see if by chance I was fighting compression...nope wasn't the issue, still will not turn
 
I got it, I had to rotate the crank just a bit for the cam to roll over. thanks for all your help
