Isn't there some legal insurance liability for driving with known unsuitable equipment? I.E. bald tires in the rain, summer tires in the snow, etc....
Since she just bought the car, and plans on buying NEW wheels and tires in the spring, why didn't she get the dealership to swap tires to a decent all season (since she bought right before winter). Seriously, that girl needs to STFU.

I'm pretty sure that if she was involved in an accident, and the police saw that she's using inadequate tires for the conditions, she could get cited, similar to the bald tires in the rain thing. That may have changed, but that's what my uncle (former chief of Warren City, former Sherriff Deputy of Dade County, FL, current chief in Columbus, OH) told me after I had gotten my license.
