I cant seem to find the hardpipe so I can put a bov on it to start the elimination of my compressor surge. I only found a upper I cant find a lower.

I believe SU and weapon R both have hard pipe kits, you will probably have to get your BOV flange welded on whatever pipe you find though.

I don't think it really matters whether you put the blow off valve on the hot pipe or the cold pipe. I've seen both done. My feeling is that since pressure is slightly higher on the hot side of an intercooler and it is closer to the turbo, the valve would be slightly more effective there, but probably not noticeable.

There is no real performance gain to hard pipes, they just allow things like BOV flanges, IAT bungs, and vacuum hose fittings to be added.

I was planning on just taking off my cold pipe and taking it to a shop to have them weld up some piping to match, but got lucky and found one in the marketplace.

I thought about the hot side but I want to vent and put my maf before the tb as well. I thought about just going to whole front mount route but I have to mod up my cold air intake and buy slim fans. Id rather put the extra money spent into the loan of the car.

Yeah I think putting the MAF on the compressed side post BOV is a great idea. From what I've read, our MAFs can handle it just fine. I am not sure why Mazda didn't do that in the first place.
It may be that the accuracy is off with the hot compressed air, but it seems like people are running well with it relocated. I am tempted to cut up the cold pipe and try it myself and datalog my OBDII MAF readings and AFR before and after to see if it is the same, but I am currently setting up the car to run on MAP and IAT with a megasquirt in which case the MAF will only be there to keep from throwing a CEL.

I also avoided the front mount because I want my condenser to have first dibs at the fresh air since the summer can see 120 degrees out in AZ. All cars are slow and painful to drive in the summer here, so I'd rather have comfort than performance, and our A/C is pretty weak as it is.

And definitely pay off the car before blowing money on mods. There are few worse things you can do with your money than spend it on modding a vehicle.

I did a look over and I think I can just buy 2 90 degree rubber elbows and strait piece of intercooler pipe and just cut a section out for the maf and the bov adapter setup. Then I should be good right?

The hard cold pipe I have is a collection of elbows welded together and one separate J shaped pipe coming off the intercooler. I can take some pics and measurements if you want to try to copy the one I have. The nice thing about it, is it does go completely vertical at one point so I can put the BOV perfectly straight, if I can ever get any of the shops around town to call me back. Left three messages so far, and no response. This is half the reason I like doing things myself. Just finding someone to do the work is half the effort.

just search there are many threads with pics instructions and everything you need.
