It should fit the column fine...not sure about the trim behind the wheel though...I'm assuming your 99 has the bigger 4 spoke wheel? the 3 spoke wheel, last i heard, will fit any 3rd gen protege (as well as NB miatas, and some FD Rx-7's, its all the same spline count)...but you'll need the air bag for the 3 spoke wheel...i don't think the bags are interchangeable...
quality between the different cars using that 3 spoke wheel will be all over the place though...NB miatas and RX-7's received a true Nardi built wheel with Napa leather...that will last about 5x as long as the stock protege 3 spokes...the protege wheel is effectively a Nardi knock-off of the same dimensions...with shat leather that will burn up in the sun in just a few years without constant maintenance...you can regularly find true Nardi OE wheels on Ebay for around $150...
if you have cruise control (i don't think any 99's did, but not sure)...you'll need the switches from the 3 spoke wheel to properly mount them on the wheel...if 99's had the stem control like the euro cars, this won't matter...and if you don't have cruise, just unbolt the switches if the wheel comes with them...
