Sluggish from 3200-5200rpm

My 03 MSP Seems to be sluggish between 32-5300 RPM While under Boost. When it hit 5200 it seems like it just kicks in and goes like hell. I have noticed that there is some black soot on the exhaust pipe. Could it be flooding or getting to much fuel? Has anyone had this issue and sorted it out? Please let me know.
