Rear license plate bracket?

I went to put my Grassroots Motorsports plate frames on today, and discovered that my plate was just screwed into holes drilled in the urethane of the rear bumper, one of which was WAY too high, causing the screw to have to go in at like a 45* upward angle. Is this normal or did my dealer neglect something?

Kinda figured as much. I don't have a clue how they messed it up so bad, with the plate frame pushed all the way up against the bottom of the bumper the hole is still so high you can barely see the bottom of it. I might just drill my own holes and install the whole thing like 1/2" lower.
