Radiator / Condenser fans not kicking on

Like the title says. 2013 Mazda 5 sport radiator fans are not coming on once at operating temperature when A/C is off. When A/C is on, they spin at very low speed, making my A/C pressures rise ALOT. Tested relays FAN 1,2(idk what this does, jumped it didnt do anything, swapped it out also just in case), and 3 relays. All work good. Checked fuses, all look good. Jumped FAN 1 and 3, both kick the fans on. FAN 3 jumped, will kick the condensor fan on high speed, then the radiator fan doesnt work. Completely lost.

I would try to use ForScan with proper OBD2 cable, as it has fan testing mode - runs tests and makes fan start during the test.

Yeah when I scan it, I only get the catalytic converter code as usual. My scan tool sucks tho. Someone said it could be a stuck thermostat. Would that really cause the fans to not come on?
