Question regarding OEM MS3 brakes

I recently resurfaced my rotors and got new pads but upon inspection, it seems my pads don't make full contact onto the rotors. Maybe half a centimeter or so doesn't make contact at all and wears down accordingly. It was the outer half-centimeter of the pads and inner half-centimeters of the rotors that get absolutely no contact. Is this normal?

yes. you mean the outer edge? than yes.

During brake in that's normal, eventually it will seat. Just be patient.
