Question: Do both fans come on when ac is on?

I am trying to diagnose my ac issue as I have read the "ac button switch" issue that I am not suffering from...as far as I can tell(my green light does not flicker and my fan works fine) so I am eliminating possibilities and my question is: Do both fans run when the ac is on and cycling? My condenser fan seems to be the only one coming on. The other fan(radiator cooling) does not come on at all. My temperature stays in the middle range. The ac is intermittent...ice cold/to medium cold/to not working(clutch not engaging then engages). Freon is where it needs to be. Relays have been checked and are good...just wondering as to the added sensors(i.e..ac refrigerant sensor? etc... I have owned the car since 2003 and it has 164000 miles on it. Great car so far...hoping to breach the 200k mark:) No noise from the compressor and it purrs like a kitten. One thing...after the ac has been on and has stopped working(even though the swith is on and green) when it re-engages it bogs the motor down if I am at idle...then corrects itself. Ideas are welcome. It is an automatic car...and tune up/timing belt/and it has a new radiator. Thanks-

On long drives does the coolant temperature go above normal? If it does it could be the thermostat is stuck closed. Just had this happen to mine recently....AC was blowing slightly cool on a day that wasn't overly hot. Noticed temp gauge higher than normal (3/4 of the way up). Replaced thermostat in 15 minutes and AC was back to normal along with operating temps. Just a thought.
 
The AC fan will come on when the AC is on. The radiator fan is temp dependent, it will cycle on and off automatically when the car is up to temp. It is not always on when the car is at a normal temperature. I hope that answers your question.
