I have exploded pictures of that fuel damper (tore down an old one), I will post pics later.
Under the head of that screw should be an o-ring. directly under the cap is a spring that pushes on the center of a diaphragm.
I also believe that if you tighten it all the way down, it will mess up that damper, but the damper does work by letting the screw push past the housing....
