Poor GPM's

I've had my 03 Protege5 for a little over a month now with 4 tanks through it. I'm consistently getting 21-22 gpm's per tank city. I'm being really soft on it trying to see what kind of mileage it gets. Tires are the proper pressure. It appears to be running well with no issues. I was wondering what others are getting and if I should be looking at a full tune up with plugs, wires, coils and switch to full synthetic (going to do this anyways on the next oil change). Thanks.

I got around 32-36 with stock trim around city/highway with my p5.
 
I think I get about 8.6L per 100 km

Usually get about 430 km per tank before the light comes on

Lots of city and a bit of highway
 
If you're getting 12 mpg you have a serious issue

I have no clue what it is I have no CEL, no sputtering, no engine ticking, no fuel smells, it has 158, 000 miles and the regular mods, now when I drive only on the highway on the weekends I get 330 miles out of the tank.

Random question off topic but does anyone know if the 5th gear swap actually helps with fuel economy?
 
I'm sure it does but how much is hard to tell

Iirc it lowers rpms by 300-500 that's the injectors spraying roughly 1200-2000 less than normal per minute. If some one want to do the math and figure up how much gas each pulse uses to figure up exactly how much be my guest
 
My Auto consistently gets 22-23 and that's staying in the throttle quite a bit through the tank. FWIW, I can get 26-27 mpg if i stay out of it. I've gotten 31-32 on the highway to the beach with the Auto...but usually hover 28-29
