is there a way to modify the oem exhast on my mp3 so its not so quiet and it will sound good?

Replace the rest of the exhaust and it will sound great. A better midpipe will do a lot for sound.

if i take the cat out and clean it out so its basicly a straight pipe there will it make it sound ok?

I dunno, but I wouldn't do that. I'd get a high-flow cat midpipe.
