No air, possibly blower fan shot?

So finally got my car back on the road, its been sitting for a couple months, went to turn on the air and nothing even at 4, so i tryed turning on the ac, the light stays lit until i turn it to 4 then goes out, also the voltage gage dips from 14 to 12 when I try that...anyone else experience this? im going to test the lines possibly tommorow

So its a blown resister...caused by what appears to be a blown blower fan.....I could write a how to on how to replace it tonight...
