They need something to fill that cheaper price range I guess. In Canada the 2008 Tribute are $4k cheaper than the 06 model was. GT leather full load is $3k less than the CRV EX-L model and the rates are about 4% better than the Honda as well. The AWD system is upgraded to the same system as the CX-7, as well they have added the TCS, DSC, and RSC systems. 4-wheel disc brakes w/ABS are standard, as are the side curtain air bags. I know the 3.0L V6 is a little out-dated, but you still get a 200 HP V6 versus the 4 cyl in the Honda for thousands less.
Would I buy one? Probably not, but lots will. The whole pitch on the vehicle will be what you get for your dollar. When you take the $3k difference, then add taxes to the $3k, then add the 4% interest difference on a $35k loan we are talking about $150 a month difference in payment. So the Tribute doesn't have to be better than the CRV or RAV for some people.
For those that are wondering why the old engine tranny combo in the new Tribute, I'm told they can't build the new 3.5L/6speed combo fast enough to meet the demand right now. It's more important for the CX-9 and the 2008 Mazda 6 to get the new drivetrain then the Tribute. I would expect the Tribute to get the new drivetrain in a couple of years, of course the price will probably go back up as well.
