What happened to first and second gear boost being limited to control wheelspin? I've seen this claimed many times, by different people here. Is it turning out that only first is limited?

i have only hit 8psi in first but i never floor it in first either because i know ill be spinning, and the somewhat bad roads i drive one around town doesnt help either for me to be able to do it w.o screwing something up or crashing...
