Lost ability to track PMs

I lost the ability to track private messages. Is this for everyone or just me? It says i don't have permission.

I thought its kind of nice to see who reads your messages and who doesn't haha.

Even with it on, if somebody hit the 'cancel' button when the 'so and so requested a read receipt', it stayed as unconfirmed.

People were complaining about having to hit an extra button every time they sent/recieved a PM.

WTF, I think it's important to be able to know if someone has read my PMs.

mods/admins, is this possible??? i thought it was a really cool feature, especially if dealing with vendors!
