Well then, I would say that you could do stuff for her since she is limited on time. Maybe like a coupon book with tickets for different things.
You could suprise her by fixing up a part of the house, but she sounds like she would prefer it to be more about her instead of the house (not a bad thing; I am the same way!)

Since she likes clothing you could get her a nice dress. Make sure it is a style that she would wear. You could try to do something relaxing for her like - - -
spread flower petals across your floor leading to the bathroom with candles lit and a bath drawn, add some bath salts (preferably something naturalistic, since she is vegan!). You could towel her off....do your thing (cuz you know you will!) and then have an outfit ready for her! Get her a dress (or if she prefers - pants then a nice dressy suit) with a pretty pair of shoes and take her out for a night on the town.
Other than that...it is really hard to say...because
she doesn't have a lot of time
not too much into electronics (as far as computers)
not a make-up chick
is a vegan!!!!
It is not an easy thing!!!! Just doing the setup and everything will impress her, plus having an outfit all planned out for her...that is just kinda cool...plus you can pick out some nice undies and girly stuff for her... it is like a 2 for 1 b-day present!!!!
. Jewlery is a possibility but she has a decent amount and her step father thats best friend owns a jewelry store always gets her necklasses and rings that would shame anything I can get my hands on.
