got bunch scratchs / rock hits

and right front wheel got a big hit from curb. (thats done by previews owner ! XD )

should i sand it with 40 to 3000 sand paper and then use metal polish on it?
 
It's a powder coated wheel. If you sand it you just take the paint off. You can't polish it.

so what do you suggest? repaint it? plasti dip it?

is there a way i can fill the scratch/ gaps? something like JB weld? then sand it to even out the surface?
 
Only real solution is bring to to a wheel repair shop they dhould be able to fix it and repaint it. Wont be cheap though. I paid 250$ for 1 rim to get redone.

You just answered your own question... knock down high spots with a file, use some filler to fill in any deep gouges/scratches, sand to shape even with contours of the wheel and prep the wheel for paint. Its not exactly rocket science, just average body work.
