i copied this off my sentra forum. I called and voiced my opinion a few min ago. The lady on the phone was very very nice. So nobody piss her off. :)


Alright people we have one last chance to voice our opinions on why Cat back systems should not even be considered for emissions compliance. If this does pass, you can kiss your WS2 goodbye along with any other cat back system. "Failure to comply will result in the suspension of driving privileges and/or vehicle registration."

Illinois Bill to Ban Aftermarket Exhaust Systems Passes House, Moves to Senate



A bill (H.B. 2221) to ban vehicles equipped with a muffler or exhaust system that clearly has been modified to amplify or increase the noise of the vehicle was quickly passed last night by the Illinois House on a 61-55 vote and is gaining momentum in the Senate. Under the bill, vehicles determined to have been modified by virtue of a visual observation will fail emissions inspection. The Legislature will adjourn for the year on Tuesday, May 31st leaving a short time to complete action in the Senate. The bill is being sponsored in the Senate by James Clayborne, Jr. (clayborne@senatedem.state.il.us)

H.B. 2221 ignores the fact that aftermarket exhaust systems are designed to make vehicles run more efficiently without increasing emissions.



H.B. 2221 does not supply emissions inspectors with a clear standard to enforce (e.g. decibel limit under a sound test procedure), allowing them to make subjective judgments based on visual observations on whether or not a modified exhaust system increases noise.



H.B. 2221 fails to recognize that aftermarket exhaust systems offer increased performance, which can make a vehicle safer by improving its ability to merge, pass, travel uphill, etc.



H.B. 2221 would make it impossible for hobbyists to replace factory exhaust systems with more durable, better performing options.



Call, fax or e-mail Senator Clayborne immediately to oppose H.B. 2221. This bill unfairly tramples on the rights of vehicle enthusiasts in Illinois.

Like I said last night, say goobye to exhuast systems and hello to electronic dump valves. Keep your stock exhuast and with the flip of a switch, open downpipe, get pulled over, flip it black to closed, exhuast sounds stock "Now what were you saying about my loud exhuast officer?" According to one orland cop anything louder than stock is already illegal, one of my buddies got a ticket for loud exhaust 2 years ago and that's what the cop told him. This is stupid law and I really doubt it will pass. Even if it does not many officers are going to enforce it. They can't go after car enthusiasts without going after bikers, Harleys are louder than any car's exhuast I have ever heard.
 
seriously, if i ever got pulled over for a loud exhaust, i would immediately ask about harleys. those things are ******* loud

yeah I don't understand at all how this is supposed to help with anything. Especially if the law's wording is that it will fail a visual inspection at an emissions test. WTF a catback has nothing to do w/emissions...

It's almost an ex-post-facto law. Think about it. When you put it on, everything's fine. Next thing you know, you're getting a ticket because of a recently passed law. If I got pulled over, I'd ask the cop where I could go to get my $400 check from the government to cover the cost of the exhaust, as it was perfectly legal when I purchased it, and it was a recent purchase.
 
Whatever. This state sucks the bikers cocks. They dont care about bike exhausts and they dont even have a ******* helmet law. People in cars get the "Click it or Ticket" bulls*** funneled down our throats, but no one says "Helmet or Legislative Repercussions".

I am writing to you as a car enthusiast and would like to make note on the current bill that is going through Illinois legislature. As a car enthusiast I spend hours a week working on my car and following the certain passion I have. I myself do not own a performance muffler but have done similar modifications that increase performance. I am also participate in a large variety of meetings that go on throughout my town in Geneva and in surrounding areas of teens and elderly alike that share this enthusiasm. Here, we show off our new modifications and many times the modification is a cat-back system and a muffler. These modifications are never emissions illegal and do not increase any harm to the environment but occastionally add a couple decibals to the cars sound. These mufflers are a representation of our cliche or group and its a symbol that we are enthusiasts, it seperates us from every other car. I believe taking away mufflers would be the same as taking away the sound of a Harley Davidson (often times much louder) or simply taking away elevators because escalators are slightly more energy efficient. Performance enthusiats spend thousands of dollars a year buying these aftermarket exhausts and it would take years before all of us have a chance to find a replacement stock/OEM muffler. I believe that this bill would be taking away a small part of the Illinois social life as a whole taking away these mufflers. While it may sound dramatic, these small things single out our cars from the norm just as others own Gucci purses or a Mercedes Benz to single themselves out from the rest.

they can already pull anyone over subjectively for loud exhausts. Why is this such a big deal all of a sudden? I highly doubt that most cops are going to enforce it. This is just like the law they passed where you are not allowed to drive and talk on a cell phone unless it's handsfree. It's in effect right now, but how many people have been stopped for it? Id laugh my ass off at all the ricers who get pulled over.

The entire subject matter is assinine.
 
I would expect such a law to be enforced the same way cellphone and tint laws are...if they just caught you going 120 in a 60..then they will enforce this law. I mean s***, my windows are illegally tinted, I have my super bright guages(not sure if legal or not yet, they are a distraction to outsiders I know) and I was talking on a cellphone at a light next to a cop....we even made eye contact. So yeah, but this is in Canada...but I dunno cops are pretty chill about most of these bad little laws unless you do something really dumb to piss them off(ie passing on the shoulder, street racing, excessive speeding, dangerous driving and the likes). I'm sure you all know what I mean
