This started a 2 weeks ago or so, I just tried it yesterday, its pretty fun. At Kart 2 Kart, drivers meeting starts at 7pm. You get to run 3 sessions for 40 (I've seen 45 posted, but 40 is what was charged).
1st session is practice
2nd session is qualifying
3rd session is race (if there are multiple heats, the winner from each heat joins the next heat).
There were about 40 people that showed up (a lot of local road course drivers too). They were pretty cool, answering any driving questions, giving driving / drive line tips to slow newbies like me.
This pretty much runs most of the winter I believe, its a point series. Anybody is welcome, just show up a little before 7 and your all set. They have helmets/gloves/suits if you want even. They also sell head socks if your planning on borrowing a helmet.
