Feels like the E-break is always on! what could it be?

Since winter, when I drive for a couple of miles, the car starts to feel like my e-brake is on, during winter I was okay with it because I thought it was just built up salt, but now it still does the same and it feels weird and it sucks on the gas mileage too, anybody who had the same problem who can give me an idea?
 
Chances are the rear calipers are in one of two conditions:

Slider pins are bone dry and the caliper isn't moving as it should
Piston is frozen requiring a caliper replacement.

Extremely common on these cars up north. I've replaced 3 rears.
 
My rear, right parking brake cable had a hole in the boot, and would allow water to enter it. After sitting overnight with the parking brake on and 20* weather, the cable would be frozen. I would blow compressed air through the cable to remove it and it would be okay for a couple of weeks. Maybe this happened with yours, but road salt was also allowed in, which is causing the continuation into warmer weather. Just a thought.
 
thanks for the help, I checked it out, and looks like I need new break pads so I will take a closer look at everything and see whats causing it
 
If the inside is more worn than the outside, the sliders could just be dry and it's hanging up on one of those.
