Faulty solenoid packs??

2003 mazda speed protege
So my car is pulling a p0660 code and will not stay running for longer than 2 minutes. Basically the engine just chokes out. From everything i can gather online it has something to do with the shutter valves staying closed. And can be a simple as changing the VICS solenoid pack that sits on top of the intake manifold. (2003 2litre mazdaspeed protege) I am wondering if anyone knows if there is a way to test the existining solenoid pack to see if it is faulty, before replacing it??? Would prefer not to spend the money, if its still functioning and theres a leak in the vaccum line or some other issue causing the problem. Any help would be appreciated!!
 
You can swap the green and white solenoids on the IM to see if the code changes. The actuators for the VICS and VTCS are on the side of the IM, you can move them with your hands. Their normal position is to stick open though

So i switched the solenoids around and now its pulling a p2009 code. Im assuming the one pack is faulty? Also noticed it let out a small air hiss when i disconnected it from the vaccum line. Am I assuming corectly? If so you just saved me a HUGE amount of time and stress, and i cant thank you enough!! @hornsfan10609
