exhaust question

So today I got a check engine light, plugged in my handy code reader and got p0421 warm up catalyst below threshold. Pretty sure that means the catalytic converter is going out rite? So instead of just going with just replacing it.I want to do the full exhaust system.I live in California so I called corksport to see if it'd pass emissions and sadly they can't ship to California so if anyone knows what exhaust is legal in California please help me
 
As long as you don't remove the catalytic converter, your exhaust should be perfectly legal. For my MX6, I went to an exhaust shop that sells Magnaflow mufflers and cats. I even had the guy install larger diameter pipe. I had bought the catalytic converter, on line and made sure that that cat was smog-legal. Magnaflow makes converters specifically for CA. However, most exhaust shops located here in CA have smog-legal cats, anyway.
