Engine Not Turning Over, Help

Hi there, i am considering on buying a used Mazda Sport 6 for 2500. The reason why it is so cheap is because he says the engine just wouldnt turn over one day. He believes it is the timing belt but he is not forsure about it, i have lots of time to fix it and think it would be a good hobby, but i was just wondering of other possible problems that could lead to the engine not turning over. Let me know asap, and what kind of work i would be looking at, and the cost.
The engine is a 2.3 Litre 4 cyl

Could be a dead battery or it might be some type of electrical problem if its not turning over I don't thing the timing belt would cause the car not to turn over. Now if it was turning over and it did not ignite then it could lean to more mechanical problems. But for the price give it a shot you might get lucky.
