Diameter

I'm assuming you are asking about tires, surely you know the wheels have different diameters. Tires may or may not have the same diameter.

The second number (65) is the;
Aspect Ratio is the ratio of the height of the tire's cross-section to its width. On our example, 65 means that the height is equal to 65% of the tire's width.

You can have a combination of both widths and aspect ratios that will make the tires about the same diameter. The best way to find out is look at one of the many tire calculators and compare diameters. Here is is one that will work.

Does this mean if I get 15, 16, or 17 inch rims that the stock 195/65r15, 205/55r16, and 205/50r17 will have the same overall diameter combined since they are all the stock tires and rim settings?

I want to know this mainly because the speedometer and the ABS system will be effected if I get a different overall wheel diameter.
 
They are all very close to the same diameter, less than one percent difference. Here are the differences, note they are very close.
Circumference: 78.47 in 1993.1 mm 195/65 R15
Circumference: 78.13 in 1984.5 mm 205/55 R19
Circumference: 78.75 in 2000.2 mm 205/50 R17
