which of these setup could be louder?

What are your goals? Power only? Sound only? Power and a change in sound?

It's important to know your goals because the stock CBE flows better than the output of the stock K04 turbocharger. The restrictions are all upstream of the CBE. To make power you need that good aftermarket DP/RP combo you are looking for, either catted or not depending on your state inspection requirements. That will compliment your intake mods nicely.

But once you have opened up the upstream part of the exhaust, there will be basically no gain in replacing the CBE unless and until you get north of 300 whp. All changes the the CBE part of your system will be for sound.

Go with the best DP/RP combo you can afford and save a lot of money by sticking with the stock CBE, IMHO. I think you will also find that the new DP/RP will make your exhaust louder than it was before and you may not want to make it even louder.

the videos i have seen of the cp-e, while of excellent quality I'm sure, just sounded too loud for my taste. that's why i got the HKS hi-power exhaust and just put on a cp-e downpipe yesterday and it sound AWESOME. no extra noise at highway speed either!
