cheap, effective mods...

Remove vtcs, port and polish your intake manifold, bypass coolant going to the throttle body, remove weatherstripping from hood, I know there are some other freebies I can't think of right now. You could try porting your exhaust manifold and maybe wrapping it, although I haven't tried either. I'm too scared I'l crack the thing, but some people have done it.

will you see any gains from just an aftermarket downpipe? (assuming by downpipe you mean a downpipe, like what corksport is releasing J and S)

I might get one if it would be noticable but I like the stock sound of the msp and the look of the stock muffler so I dont want to do a whole exhaust system

Then you want the catless Apex downpipe. J-pipe and midpipe combo and bolts right up to the stock cat back so you can keep your resonator and muffler. There is no difference in sound levels outside the car, and to me it sounds quiter inside. It also will smooth out your powerband and give you much better top end. For me this was the best performance mod I got. I bought mine used for $200.

grcuadros: You could also get a Perrin SRI for $200. Without the upgraded exhaust you won't notice any gains, but your car will sound really good.

I built up in this order:
1 - FMIC
2 - SRI
3 - Exhaust
4 - MBC at 8-9 psi

I would strongly recommend the exhaust as your next mod. Aside from raising the boost from 5 to 9 psi, the exhaust definetly had the biggist impact.

How much boost are you planning to run? cuz I have a solution for +2psi for a cheap 3-5$ that a fellow french canadian cane up with.

I got about 2psi out of it. Just a paint in the ass to get it hooked without dropping it 500 times. But it was a good mod for 4 bucks.

sssshhhh....Don't tell anyone but its just a Spring
