Anyone seen this with the Automatic Climate Control?

Today on my drive home, basically the Automatic Climate Control wouldn't work, I had it set to 68, and the fan never went above 1, and it never cooled the car. Then I noticed, the outside temperature gauge on the dash said 52. It was about 85 outside at the time. Over the course of the next 30 minutes as I drove home, the temp outside gauge slowly increased, about 1 degree per minute (again, it was 85 to 90 outside). Then about 20 minutes into the drive, it went up about 1 degree every 5 seconds, until it settled on the right temperature. As soon as it hit about 75 the AC came on and it started working.

But what gives with the 20 minute LAG for the outside thermometer to read the right temperature? Never seen this before, curious if anyone else has.
