Anyone know what this white liquid is on my engine?

Looks like dirty water that splashed up into the engine bay. Can happen if you hit a puddle at a fast enough speed.

Water with a high mineral content. I live near Limestone Rd. and our water is loaded with limestone. Everytime I wash the car I have to go over it with water spot remover. My engine bay has some white streaks too.

But how does it get there with all the covers in place?

I think it could be forced in. The panels prevent most water from coming in, but it isn't completely sealed. Now that I look closer though, I think that you're probably right in that it is soap as you mentioned, most likely from using a pressure washer to rinse the soap that pools at the bottom of the windshield instead of allowing it to drain on it's own.
