I am owner of a "new to me" 2008 Mazda CX-9. Gotta confess this is my first Mazda. I'm a Ford guy but they just didn't have a model we were interested in to replace our old mini-van. Mazda was the next best option- WHAT A GREAT CAR!!! I do have a couple questions, one is already posted about the broken rubber switch cover for door unlock. The other question is, since I bought this from a private individual, can I take it to a Mazda dealer and see if it has any tech bulletins/changes needed and do I have to pay for this. The car has 42K miles.

TSBs are not "recalls". They are free when your CX9 is within warranty period and it is in the VIN range (i.e. applicable to yours), and/or your vehicle shows the issues described. Like my '08, your CX9 is out of warranty (unless it is powertrain related). You can, however, let the dealer do an oil change (since you probably have no idea when the previous owner did the latest one), and have the dealer check the TSBs undone. Then, you can decide what to do from there. Maybe the dealer will cut you some slack, or, maybe not.
TSBs are meant to alert technicians how to fix certain problems. Having a TSB on certain issues means that those issues are more common than others. That is it. Recalls are for safety related issues. FED can force a recall, or, automakers can do it voluntarily to avoid future lawsuits (or just do the right thing).

To add to the above, it doesn't hurt to ask the dealership to provide a list of the TSBs when you are in for your oil changes. You could also ask if they would perform any of them free of charge.
