15 fuse braking and horn

my 92 miata keeps burning out the braking and horn fuse. it's all factory. i replaced it 2x times within a month. i think it could be these 2 wires color reds that are cut underneath the tranny. it attachs to 2 wires color blue the are cliped together next to the speed cable. any thoughts?

Any big puddles or washouts lately? It's possible your horn could be drawing too much current. Does the fuse blow at random times, or is their some action by you (horn, braking, etc.) that causes it to fail?
