Mine's the same way, it holds the speed up, down or level road. You might check the vacuum hose that feeds the cruise control module. An '08 is old enough to have hose cracks, ie vacuum leak.

How about the micro vac set Shop Vac sells. I use mine to clean out around the CD slot, the shift boot & any other tiny places that need to be "de-crumbed" (thumb) Haven't had the "9" long enough to need vacuuming in the back.

Check the belt tension.

Have you run some Techron injector cleaner thru there? Bad gas can cause all kinds of issues. Have you adjusted the throttle cable tension? Is the car a DD or a w/e distraction? 244k it should have had 4 tb's & 2wp's over the years. Good Luck.
