When testing with a meter, both gnd and + are connected to each lead. However, you made a good point re the gnd wire failing. I have not tried connecting the + to the wires and gnd to the chassis directly - going to try that today. It could explain why I can see 11.x V with a meter, but when...

Nope. Confirmed that. Even had the bulb out of the shell and measured 11.8V at the wires going right to the base of the bulb. Everything would point to the bulbs being blown, but the filaments are good and I already confirmed the bulbs are good.
