There are ways around that though. My DRL's are disabled and I haven't failed an inspection yet. I put mine on a switch so when i go for my MVI I simply flick a switch and my DRL's are working like stock. As for the OP's question I'm not sure of a way around this and like the other don't...

Have you tested the battery with a volt meter? I know you said it was new and although rare you can get a dead battery off the shelf. When the battery is hooked up does any of your electrical stuff (radio, lights etc.) come on and it's just the car not starting or is the entire car "dead"?

My one piece of advice is replace the plastic oil feed line, that usually comes with the gauge, with copper line.

My rear wiper hasn't worked for about a year so I can't remember if mine does or not I'll have a look later and see.

I hit 180km/h in mine before I let off so that's 112mph.
