In California, yes. I live in San Diego and when it snows in the mountains in Julian chains are required no matter what car you have. I’ve never been yet, but read enough plus the news always says you must have chains before going.

I had similar noises. At first they replaced some bushing and that stopped the noises when goingnover bumps. But I still heard noises when accelerating or breaking. They ended up replacing something else and the noises are gone. All covered under warranty.
