They collect the old mats, inspect the part number on them, and return them to Mazda, who will then ship the new mats to your house. If you don't relinquish the old mats, you don't get the new ones.

When you get a filter wrench, make sure it is a metal, single size one. I bought a plastic 74/76 NAPA wrench, and it kept slipping off. As for the filters, the Purolator filters are ~$4 around here, and come with both orings.
