Found my own answer, yep there is a small safety switch as I thought. If it is worn, sticky or malfunctioning it will make starting hard. I used some spray on cleaner for electronics now it starts every time.

I think my odd starting problems stem from a sticky switch near the clutch that needs the clutch pressed in order to start the car. I need to pump the clutch sometimes to get the car to start.
