Sounds like your capcitor is charging too fast since you're only using 1.5K resistor with the 1000uF capacitor. To get similar charging time as zapswizard design you will need to use at least a 2600 ohm resistor but don't go higher than 3000 ohm resistor. I'm not exactly sure how the drain...
