Yes it will... the 03 and 03.5 (and for that matter the MP3) all use the exact same bumper. However you would not be able to use the stock '03 foglights without some modifying of the lip where it recessed into the foglight holes.

EDIT: I left out the P5, which except for the extra set of sidemarkers is also the same bumper design. The lip will bolt right up to all three; but in the case of the 03 MSP and the P5 the foglight issue has to be addressed.

Please see note on page 1 with regard to shipping the 03.5 lip. I'm getting worn out trying to make the lip fit in too small boxes to reduce buyer's shipping cost. It is what it is, guys.
