to keep P the same, (R of course stays the same) when T drops, V has to drop to match it.
basically it is done that way to try to reduce boost drop due to the cooling of the IC. the air on the cold side is more dense, so it takes up less space. you need a smaller pipe to maintain the same velocity. you want to maintain the same velocity to maintain the same pressure.
