best bang for the uck, without going turbo, is going to be replacement high compression pistons. the pistons will give you about a 20hp gain AT THE WHEELS! not exactly quick and easy, though.
Actually I disagree...best N/A bang for the buck (ignoring quick and easiness) is a nice port and polish of all the internals. Assuming you already have good flow (intake and exhaust, even headers) than that should add every bit as much as adding higher comp. pistons...of course doing both wouldn't be a bad idea either...
It sounds as though a cold air intake should be the starting point, with a bypass valve coz I don't fancy a load of winter rain getting sucked into my engine!
All the other stuff sounds good, just either expensive or complicated :-(
Maybe a better exhaust will also be on the cards...
